Welcome to Toronto Early Learning and Child Care Services (TELCCS). We offer quality early learning and child care, directly operated by the City, for children 0 to 12 years at over 50 sites across Toronto. We also operate a licensed Home Child Care Agency that provides child care in a home setting.

At TELCCS, every child belongs and we are committed to providing fully inclusive environments that support the health and well-being of every child in our care.

  • The City has been operating child care programs since 1953.
  • At our early learning and child care centres the food we serve is free from trans fat and is sodium reduced. We are also developing strategies to provide more local food in our programs.
  • Play is one of the best ways children learn. Through play, children learn about themselves and the world around them. Our programs provide many opportunities for learning through play based activities.
  • TELCCS provides care for over 2,800 children daily.
  • All of our full-time program staff are trained and registered as Early Childhood Educators (ECE).
  • At TELCCS, we offer placements for over 300 ECE students a year

Terms and Conditions

The licensee shall ensure that the Licensing Inspection Summary is posted in a conspicuous place in the child care centre at or near an entrance commonly used by parents. The licensee shall ensure that the completed Licensing Checklist and the Summary of Licensing Requirements and Recommendations sheets are readily available for parents.
The JK/SK license capacity is based on the use of Room 104 with alternate space approved for the use of Room 100 and 103.
The school-age license capacity is based on the use of room 109.
Upon completion, the operator shall confirm with the ministry that the window in the school age room has been replaced as planned.
No child shall use the school-age fixed playground equipment until the operator submits written confirmation from a certified, third-party playground inspector confirming the equipment is safe for children's use.
By September 15, 2015 the operator will confirm to the ministry that a window is installed in the school-age room.

Director's Approval

Approval is granted for mixed age grouping pursuant to s.55(2).
